Add new "Double Time" suffix/category for double time entry
A Double Time category suffix needs added so that it can be used for non-Worked Holiday double time billing.
1) F&O - [FS TIME CATEGORY]-DOUB needs added for each FS time type category
2) FS - "Generate Project Hour Journal and Lines" flow needs updated to make sure double time gets the correct -DOUB suffix on the journal
3) SF>F&O Integration - Update so that Double Time rates get entered on project creation with the correct sales price for Double Time
