Allow Managers to create Notification Pop Ups when Users log into or try to enter time. This pop up would need to be acknowledged before any time would be allowed to enter. The Manager would be able to select the users to receive the message or filter down the list by Title, Project, Full Time/Part Time/Contractor, Home State(s), etc
