Make Criticality emergency-1 the default when customer is creating reactive W/O
When customer is creating a work order they hardly pick the level 1-emergency schedule breaker, if default was level 1 we would have less of a chance of it getting overlooked in the daily schedule.

This is a bad idea in my humble opinion, priority 1 schedule breaks should be the exception not the rule.
